Miss Simpkins is a rather unfortunate example of a chaperone. She suffers from recurring headaches that require her to take numerous naps throughout the day, so unless she's chaperoning someone who's comatose, she's not going to be very vigilant with her responsibilities.
This is a blessing to Kate, though, who takes full advantage of every opportunity to sneak around without Miss Simpkins screeching about how unacceptable she is.
