Charles Walker; the Department of Homeland Security (DHS)

Charles's a school bully and generally not a nice person. He snitches on his peers and tries to capture Marcus after the VampMob. They don't get along.

If Charles is the school bully, the DHS is a bully for the entire city of San Francisco. Not only are the DHS's actions restricting civil liberties, but they're also out to get Marcus and his friends. And they run a secret prison on Treasure Island full of mysterious detainees.

Not cool, DHS, not cool.
